   Dr. Kenneth Richards, Director

   Kenneth Richards holds a PhD in Public Policy from the Wharton School and a JD from the Law School,
   University of Pennsylvania.  He holds an MSCE in Urban and Regional Planning and a BSCE in
   Environmental Engineering from Northwestern University, and a BA in Botany and Chemistry from Duke
   University. 

   He serves as an associate professor at SPEA and was recently named associate director for the
   Richard G. Lugar Center for Renewal Energy.  He has served as
an economist at the Council of Economic
   Advisers, the U.S. Department of Agriculture’s Economic Research Service, and the U.S. Department of
   Energy's Pacific Northwest National Laboratory.
He also served as national energy planner for the Cook
   Islands from 1984 to 1986 and was a member of the Environmental Commission for the City of Bloomington
   from 1999 to 2004.
 
  
His research interests include climate change policy and environmental policy implementation. He has
   taught courses in environmental economics, cost-benefit analysis, law and public policy, applied math,
   climate change science and policy, public management and administration, and public management
   economics. 

   Stephanie Hayes Richards, Associate Director
  
Stephanie Hayes Richards holds an MBA in Marketing from the Kelley School of Business and an MPA in
   Environmental Policy Analysis and Nonprofit Management from the School of Public and Environmental
   Affairs.  She also holds a BA in Government from Campbell University in Buies Creek, North Carolina. She
   has worked on Capitol Hill in a congressional office and as an international policy analyst for an environmental
   organization. Upon her graduation from SPEA, she worked in Web production and marketing for the City
   Charlotte, North Carolina and later as the marketing executive/project manager for www.IN.gov, the State
   of Indiana's Web site.  Mrs. Richards now runs her own consulting business and serves as the associate
   director for the IU at Oxford program.  She is an active member of the Bloomington community who has
   volunteered her time and talents to build Web sites for area nonprofits, coordinate concession stands
   and benefit dinners for the Cutters Soccer Club, and assist with the Lotus World Music Festival. She has
   significant experience in marketing, event planning, copywriting and editing, project management, fundraising,
   budget management and contract negotiation.
